[UA] Add ability to split out sub-events in the LogStatsFile

Fixes flutter/devtools#8944

Separates property_editor events from devtools_events in the LogStatsFile (see print out of LogStatsFile below).

This will allow us to trigger a just-in-time survey for users who have tried the Property Editor.
