For #4025.
Add a script that attempts to measure additional RAM use per incremental builds, and asserts on the result. It seems reasonably stable :)

As leaks are fixed the threshold can be reduced
AnalysisDriverSchedulerretains events if there is no subscriber sdk#61165 fixes most of itbuild_runner:)
