This mainly just allows installing with python 3.14 (and removes the upper bound, see https://iscinumpy.dev/post/bound-version-constraints/ as to why capping python is generally discouraged)
Also, took the opportunity to migrate to standard pep 517
[project]metadata supported since poetry 2.0
