The macos-11 (i.e. macos-latest) workflows have never worked due to missing permissions for fuse support. This disables macos-11 and macos-latest from the macos testing matrix.

This PR disables macos-11 (and macos-latest) from the macos testing matrix, adds a workflow warning to users who are still using macos-10.15, and updates the instructions for users. The macos-11 (i.e. macos-latest) workflows have never worked due to missing kext permissions for fuse.
Info at actions/runner-images#5583: "The macOS 10.15 Actions runner image will begin deprecation on 5/31/22 and will be fully unsupported by 8/30/22 in GitHub [...]."
