Improving logging

• Incorporate flag for CLI or config_dict to record logging or not.
• Better handle of the stored logs path.
• Logging levels must be separated for CLI and the recording (in a file/db).
• Logs incorrectly show time frame of the experiment
• DEBUG gives extra line at the end of a run. Devise better EOF for each run
