Allow publicly_queryable be custom parent post types

Reason for I need it is following:
I have top-level page.
Custom post type that is not public, however is publicly_queryable.
Custom post type have also children.

Page
-> Custom
--> Custom child
-> Custom

With that I could do clean "database" for large form with sections and subsections.
