P1631 interacts with SG1 concerns the following way:

• We don't want C and C++ to move without consensus on this
• We must review P1797 (dependency expressed)
• Atomics are necessary to synchronize over shared memory
• There is no dead atomic store elimination concern here
• Concurrent attachment and detachment is racy (recommend UB?)
• Shared memory and elsewhere memory need not use the same solution
• New fences may be needed to communicate with elsewhere memory
