The ranges compare algorithms are over-constrained. LEWG approved P1716 with the correct fix, but LWG ran out of time to review it. Without P1716, safe and correct programs will be erroneously rejected.
Proposed change:
Adopt the proposed resolution in P1716, which has already passed LEWG design review.
