Move [cmp.object] to [comparisons]

While it's nice to have <compare>, fragmenting function objects makes library organisation difficult. It would be good to migrate this type to [comparisons], where it will be with types that are similar.

Proposed change:
Move [cmp.object] to be a sub-clause of [comparisons] and have it (additionally) included in <functional>.

Monday morning discussion in Prague full group. No consensus for change. cmp.object paragraph 2 already states that it is available via functional. Rest of the change is up to editors.

Editorial meeting: Move cmp.object under [comparisons]. Rename the stable label to [comparisons.three.way]. Copy the synopsis into the <functional> header. Remove p2 as redundant.
