ios_base synopsis issues

in the synopsis of ios_base, it says:

```
typedef T4 seekdir;
static constexpr fmtflags beg = unspecified ;
static constexpr fmtflags cur = unspecified ;
static constexpr fmtflags end = unspecified ;
```

but shouldn't it be:

```
typedef T4 seekdir;
static constexpr seekdir beg = unspecified ;
static constexpr seekdir cur = unspecified ;
static constexpr seekdir end = unspecified ;
```
