What this PR does:
This is just fixing the test introduced by #4840
The tests sets the number of AM to fail/succeed but as we pick them randomly the tests can fail (if for instance we expect one retry but we pick a health ingester in the first try)
This change the tests to always return the failures first no matter which AM we pick.
