What this PR does:
The PR #3302 made me realise the
build-imageis built on top of an old version of Debian. In this PR I'm attempting to upgrade to Debian buster.Protobuf compiled sources have changed because
libprotobuf-dev(installed via apt-get) upgraded from 3.0.0 to 3.6.1. To my understanding, this shouldn't be an issue for us.I manually tested building the website and it looks good.
