update Ruby to 3.4.5 since the failure in Netlify is due to a 404 when trying to download Ruby 3.1.
also add `bigdecimal` which was removed from Ruby's standard library in 3.4 and is required by Jekyll.

This PR updates the Ruby version and applies the same standardization for how the Ruby version is set.
