make a proper test for WorkReuse

A workflow that uses the same CommandLineTool or ExpressionTool multiple times; except that that Tool always produces different outputs. WorkReuse would be added at the workflow step requrements level. The results then get compared to ensure that them do (or do not) match, as per the rules.
