Modifying CSS file stops JS running and breaks hot reload

Description of the problem

I have several sandboxes where if I edit anything in the CSS file the JS is no longer run (any JS content disappears and only content from the HTML file is displayed) until I click refresh in the preview window or I edit the JS file (e.g. comment everything out, uncomment it again)

How has this issue affected you? What are you trying to accomplish?

Last week I was able to update my CSS files fine and the changes take affect, but now it prevents JS from working.
