Public repos created is still private

How to repeat

1. Go to dashboard.
2. Click the "Create a new repo".
3. Switch the the "private" switch to off.
4. Enter a repo name and click Create.

Symptoms

1. The repo is marked as private in the dashboard.
2. The repo cannot be visited by someone other than the owner.

Expected

The repo should have been public.
