Description
Fixes #8954

1) CodeIgniter\Router\DefinedRouteCollectorTest::testCollect
TypeError: CodeIgniter\Router\RouteCollection::getRoutesOptions(): Argument #1 ($from) must be of type ?string, int given, called in .../CodeIgniter4/system/Router/DefinedRouteCollector.php on line 48
