switch to a fully Github action based release process

possible approach:

release process

1. manual: use github action to specify which version X.X.X or patch/minor/major/rc

   1. update version in package.json or others to the selected one
   2. checkout dev as release/vX.X.X (resolved version)
   3. push branch
   4. create PR against main

2. manual: review, test, and merge PR

3. trigger: push to main

   1. git tag / update tag?
   2. create new release notes based on changes
   3. create package and attach asset to release
   4. create a PR merging main to dev
   5. create image with latest/version tag

4. trigger: push to dev

   1. create image with dev tag

other jobs:

• manual: google docs update
  1. run npm run gen
  2. create PR against dev
