Lengthen time to survey

The current configuration will prompt some users as soon as 10 seconds, which is too soon if we want people to play around on the site for a little bit before prompting them for the survey:

    feedbackDelayMin = 10 # in sec
    feedbackDelayMax = 100 # in sec

Also, we discussed that "power users" typically have longer session times, so to increase the chances that we prompt them, update the times to 45 secs and 3min.
