This reverts commit b671c36.
Clarification: API users won't need a DUA as they won't have access to raw facebook data. What's available to users is aggregated Delphi data. (According to @alexreinhart and Geographically aggregated data from this survey is publicly available through the COVIDcast API as the fb-survey data source <https://cmu-delphi.github.io/delphi-epidata/symptom-survey/>.)

Summary:
Add helper script for updating the signal spreadsheet semi-programmatically. Defines descriptive values by data source, with some additional logic to handle certain signals and cases (active/inactive signals) separately.
Saves updated spreadsheet to disk as a CSV. Updated columns must be manually pasted into the online spreadsheet.
