Until this is merged to master, it can be tested by using the following version reference instead of the usual one:

git://github.com/cloudfoundry-community/node-cfenv.git#pmuellr/issue-31-local-vcap-file

eg

npm install git://github.com/cloudfoundry-community/node-cfenv.git#pmuellr/issue-31-local-vcap-file
