Enable Badge desactivation #3438
Description
For the moment in Chamilo it is impossible to remove a Badge from a user. Once a badge/skill is assigned to a user it can not be removed.
In the fields of OpenBadges 2.0 there is a management of time limit for Badge availability or validity. This should be implemented in the same time.
