C/o PR #135 , this PR is expected to trigger a CI failure on the first patch because some of the pre-commit pinned versions are known out of date at the moment.

This is in response to the Actions log interface on GitHub indicating
some Actions were out of date.

case_sparql_select: Update JSON index and orient parameter combinations
Python 3.12 was released October 2nd.

Review pre-commit pinned versions as prerelease step
The `case_validate` version is bumped to acknowledge behavior changes
from pySHACL 0.24.0.
