This PR adds the following protocol runtime implementations for the schema serde system:
AWS JSON RPC 1.0 & 1.1
AWS REST JSON
AWS Query, AWS EC2 Query
AWS REST XML
they are not yet used in the SDK and are marked with the
alpharelease level.
