feat: ability to emit Kubernetes events

This is a feature request.

Currently NTH lacks the ability to emit Kubernetes events when it does things to nodes. It'd be swell to emit them so event-based observability systems can have an idea of what signals is NTH receiving from AWS (and when) and what NTH is doing to the cluster nodes (and when).
