This lets us use the examples during release validation -- simply update the dynamodb-encryption-sdk dependency to point to the specific version we want to validate.

Description of changes:
Apply the same release improvements we've been making elsewhere to DDBEC.
Testing:
Happy case release succeeds.
Failure to pull down the current version correctly fails and retries the right number of times.
