Maintenance: add groups for Dependabot

Summary

To reduce daily overload of dependabot, we should use groups to combine multiple PR for similar groups:

• actions
• @AWS-SDK

Why is this needed?

This will reduce the number of open PRS with small changes.

Use groups section for dependabot yaml

# `dependabot.yml` file using the `update-types` option to group updates.
# Any packages matching the pattern @angular* where the highest resolvable
# version is minor or patch will be grouped together.

updates:
  - package-ecosystem: "npm"
    directory: "/"
    schedule:
      interval: "weekly"
    groups:
      angular:
        patterns:
        - "@angular*"
        update-types:
        - "minor"
        - "patch"
