Maintenance: bump `@aws-sdk/*` dependencies

Summary

We use several AWS SDK clients, mostly as devDependencies, across the project. One of the dependencies of these clients fast-xml-parser requires updating due to a security advisory. We should bump the dependencies to the latest version now that a fix has been released.

Why is this needed?

So that we ensure that our development environment is up to date.
