Support GitHub actions file commands

GitHub actions has file commands - GITHUB_ENV, GITHUB_STEP_SUMMARY and GITHUB_STEP_SUMMARY.
I'm trying to use GITHUB_STEP_SUMMARY this command but that's not working.
The same with setting-an-environment-variable
