This small patch allows platform.txt recipes for Pluggable Discovery to use {runtime.platform.path}.
Teensy currently use {runtime.platform.path} for its recipes. My hope is to eventually make Teensy work with arduino-cli. This will really help avoid the need for 2 different platform.txt files.
