Update to allow this Makefile to work on fedora linux and MacOS.

Changes

  • It seems that podman on Fedora does not have docker.io in its default registry. This just makes docker.io registry explicit.
  • the "open" command is MacOS only. I updated the the makefile to check what OS it is running on to use the appropriate open command.
