This PR aims to support K8s image building with Java 17.
Please note that we need more efforts to achieve to run all tests successfully.

OpenJDKdocker hub image switches the underlying OS fromDebiantoOracleLinuxsince Java 12.So,
java_image_tagdoesn't work any longer.BEFORE
