Include correct `LICENSE` and `NOTICE` in binary distributions

In preparation for 1.0.0 release, I'm working on clean LICENSE and NOTICE in the binary distributions and distributed artifacts (jar).

Hey @flyrain . I will open a PR later today or during the week end. It's almost done already (I mostly have to rebase).
