Support `PartitionStats`

We currently have PartitionStatisticsFile however we do not yet have the actual file as mentioned in spec here.

The steps from this pr would be to:

• Add support for PartitionStats
• Add support for writing and reading from avro
• Add support for reading from parquet
• Add support for a partition statistics handler similar to the java implemenetation
