HADOOP-19678

The powermock dependency is specified in

• hadoop-cloud-storage-project/hadoop-huaweicloud/pom.xml
• hadoop-yarn-project/hadoop-yarn/hadoop-yarn-server/hadoop-yarn-server-timelineservice-documentstore/pom.xml

but not used anywhere. We should remove it.
