Consolidate the *_capabilities modules into a single agnostic module

Consolidate the existing platform specific capabilities modules into a single net_facts module under network-engine and upstream to ansible/ansible. The generalized form of the capabilities should return the device_info key from [cliconf|netconf] plugins
