Updates the devkit dependenices to the recently relased `-next.5` version that comes with TypeScript 4.3. This allows us to remove one TypeScript installation. There are still a few more TypeScript versions installed that we cannot dedupe yet (without using Yarn resolutions; but that's not worth the effort): `madge` and `api-extractor`.
