feat(mat-paginator): Optionally style the mat-paginator form-field

Adds a new option to the MatPaginatorDefaultOptions that allows users to set the appearance of the page size form field in mat-paginator.

Fixes #16266

Right now, tables look really ugly if one uses

@NgModule({
...
  providers: [
    {
      provide: MAT_FORM_FIELD_DEFAULT_OPTIONS,
      useValue: {appearance: 'fill'},
    },
  ],
})
export class MaterialModule {}

to have the fill look for all form fields:
