Both CLI version 7 and 8 should support Node 12

Title, pretty much.

Issues and PRs that are part of this:

• ci: test on node 12 #14349 (CI track for version 8)
• ci: test on node 12 #14359 (CI track for version 7)
• Update node-sass to node-sass 4.12, otherwise ng build will fail with Node 12 #14339 (node-sass breaks on version 7)
• ng xi18n fails with Node 12.0 (FIXED with Node.js 12.1+) #14351 (ng xi18n fails with Node 12.0)
