[BUG] - encode/decode command has no description and is not ephemeral

Describe the Bug

the command has no documentation so the only way to find out the available encoding/decoding options is to first run it wrong, and the slash commands should be ephemeral

My mistake for the original errors, I'll check the documentation for discord.py to see if I fix that.

Kind of got it, but testing would need to be done externally. My main operating system, FreeBSD, is at Python 3.11 while Tux uses Python 3.13. There is work being done to solve that but at the moment it's stuck at 3.11. Additionally, I've gotten some luck with mise-en-place but prisma has no support for FreeBSD either. If I have to though, I could get a spare box to install Alpine on.
