add aleph program logs

Get more information on program boot
Add a command 'aleph program logs' to retrive program logs and help debugging them

To be used with aleph-im/aleph-vm#718

VMClient2 should be moved in the SDK but I'm putting it there for now so it's easier to test and debug.
