Disable automatic topic creation

Topic creation can be done through kubectl exec and through AdminUtils.createTopic (see for example https://github.com/Yolean/kafka-topic-client).

With automatic topic creation it takes longer to detect mistakes in our use of Kafka.

We might want versioned config #2 before we do this.
