Fixing standards job by upgrading to a newer version of Python.

The changes looks good. It follows Unity's guidance to upgrade python versions: https://internaldocs.unity.com/unity_downloader_cli/python_migration/

The only comment is to upgrade python version for other CI jobs as well if they fail. Otherwise we can ship this PR as is.
