Upgrade KinD

this project relies on KinD for automated testing. this has multiple issues:

1. it couples KinD's dependencies with the proxy's
2. this tool should be testable with any k8s cluster, so it can be verified on Civo, EKS, etc...

decopling is too ambitious. need to get it upgraded though. you can't run the tests on modern versions of docker
