Iris #3632 will render the contents of GRIB/y_fastest unused, and these are not expected to be used again, so the directory should be removed once Iris 3632 is merged.

SciTools/iris#3632 is now in. Are you happy to un-draft this PR?

Ok, I guess we did support some alternate scanning modes in the original grib loader, but not since the new ("strict") one was introduced. This testfile might be useful in future if we're adding support for this, but then it can be found in the history...
