Availability of jazzy on Windows?

It seems that ROS-Jazzy is not yet available on Windows. I’d like to inquire about the current status of the Windows build, especially the ros-base variant.

• Is there ongoing work or progress towards building Jazzy on Windows?
• If it’s not ready yet, I’d be willing to contribute. Could you provide guidance on where to begin?

I'll reopen here until we have more packages on Windows - I attempted in #15 but there were too many issues to resolve in CI (probably easy on a local machine; most fixes are probably simply copies from ros-humble)
