1、为<rtconfig.h>增加了RT_USING_LIBC的宏开关；
2、解决一些函数在编译时，入口参数没有调用的警告；
3、<thread.c>文件中，rt_thread_control函数的RT_THREAD_CTRL_CLOSE项，在定义rt_err没有初始值，导致未启用RT_USING_HEAP宏时，存在未知返回值的情况，加上初始值即可。
