Fixes #615 Add command line interface for generating misspelled texts. * Add `misspell` command to `pythainlp/cli/__init__.py` and `pythainlp/__main__.py`. * Implement `App` class in `pythainlp/cli/misspell.py` to handle misspelling generation. * Add argument parsing for `--file`, `--seed`, `--misspell-ratio`, and `--output`. * Read input file, apply misspelling, and save output file. * Update `docs/notes/command_line.rst` to include documentation for the new `misspell` command. * Add tests for the new command in `tests/core/test_cli.py`. --- For more details, open the [Copilot Workspace session](https://copilot-workspace.githubnext.com/PyThaiNLP/pythainlp/issues/615?shareId=XXXX-XXXX-XXXX-XXXX).
