Broken internal links to the (missing) Team section

There are several dead links on our site since we removed the Team section in #346.

• on the page footer, "The Project Team"
• on the Who is Project Pythia section of the About page

and maybe more that I haven't found.

These don't get flagged by our link checker because of the way sphinx treats internal links to page anchors. They just show up as plain text rather than links on the page.
