First draft of cmdlet help file

This is my first draft of the cmdlet help file for PSScriptAnalyzer. Following the pattern used for the About topic, I placed it in the root of the Engine directory.

This topic reflects the current operation of the cmdlets. If they change, I'll have to change (if you guys fix bugs), we'll have to change the help topic to match.
